30-year-old William Randal Richardson is on probation for a cocaine conviction in 2005 in Florida but it looks like he has graduated from being arrested on drug charges to taking videos of women under their dresses.
Video surveillance at the Cartier store in Orlando caught Richardson sliding a shopping bag with a cell phone on top of it up underneath a woman while she and her fiancé were looking at rings at the store.
Richardson has been charged with Video Voyeurism, Loitering and Violation of Probation and is currently lodged without bond at the Orange County Jail.

Looks like he may have succeeded on the part about drugs but this damn sure isn’t going to help. Way to take care of your daughters William!
